On November 28, 2022, Otis Elmer Carter passed into the arms of Jesus, surrounded by his family who dearly loved him. He is survived by his loving wife, Delilah Carter; children Regena Pelham, Rickey (Katherine), Steve (Theresa), Sharon Martinez (Rufus), Lisa Finch (Ryan), twenty grandchildren and twenty-one great grandchildren; siblings Delmer Carter (Sue), Mary Segler (James), and Hubert Carter (Mary). Otis was preceded in death by his parents Robert & Dora Carter, brothers Arthur Carter, Perry Carter, Magness Carter, son Michael and wife Karen and grandson Ian Carter.
Otis, age 89, was born in Honey Grove, TX, to Robert and Dora Carter and grew up helping his brothers and sister working on the family farm. He served two stints in the Army as a medic and spent time in Germany and Georgia. He met his wife of 60 years, Delilah, while he was in the hospital recovering from back surgery. She was his nurse, and in helping him brush his teeth, there was a magical spark and their future began.
He worked in the construction industry as a painter for many years and then had a successful bookkeeping and tax practice, forming many decade-long personal and professional relationships. Otis and Delilah have been members of Casa View Baptist Church for almost 60 years. He served in various roles within the church and also with ministries such as the Texas Baptist Men.
Full of faith and grace, Otis had a tender heart and a passion for helping others. He adored his wife and loved his children with a strength that can come from the word of God. Otis left a legacy of how to love. His love was forgiving, accepting, and complete. He tapped into the love of Christ, then directed it to his family and those around him. He did not waiver in his faith and duty to Christ and family. Otis literally changed lives with his dedication and sacrifice to those in his life. From the calmness in his smile to the fierce determination in his eyes there was no compromise in his dedication to those he loved and his mission in life.
