In 1968 he migrated from Panama to New York City, NY. He enlisted in the US Army in 1969 until his Honorable Discharge in 1975, having served in Vietnam. He then resided in Philadelphia. Joe, subsequently, moved to the City of Dallas and was an effective and dedicated employee of Dallas County Juvenile Department on his retirement May 28, 2004. Post retirement was active for Joe who engaged in quite a few philanthropic activities. He was a bilingual Dallas County Elections Administrator. He was also very active with neighborhood programs which made him a familiar face at Dallas City Hall and made friends of quite a few notable administrators and politicians. As a devoted parent he engaged in his kids PTA often leading the group as President or Treasurer. He was an active member and supporter of The Panamanian Association of Dallas/Fort Worth and a dedicated volunteer at North Dallas Shared Ministry which ministers to the needy.
